[Ovmsdev] Feedback on P/R for passing state as parameter

Hi all,

I have this p/r from a few weeks ago that I'm hoping to get moving forward with so that I can put forward some other less mundane requests.

This is part 1 of a few that removes polling state information from being accessed from OvmsVehicle.
