[Ovmsdev] simcom 7600 board not responding

After restoring my main unit with a full reflash via usb I have lost
communication with the 7600. The 7600 itself seems to be fine as I can
connect via usb and send/receive AT commands. Before I look at the hardware
rx/tx lines to see if there is anything being transmitted between the two
boards I thought it might be sensible to reset the 7600 with AT+CRESET.

I take it there are no custom settings and a reset will be fine?

Any other suggestions on diagnosing the problem?

I also noticed the PoweringOn and PoweringOff pulses do not match the
specification sheet in the current code base, with a typical pulse of 500ms
to turn "on" and min pulse of 2500ms to turn "off". Once I get my unit
working again I will test and submit a PR.
