[Ovmsdev] Firmware release 3.3.003 to MAIN / 3.3.004 preparation

Nothing outstanding in the units code.

There are some extra SI units to add but they are just completeness rather
needed.

I do have a few issues I am nearly done with on ioniq 5 to do with range
and charge time estimation.

Also I have a small tweak for the battery monitor to trigger gathering info
as it occasionally doesn't trigger and gives a flatbed warning!

There's also a tweak to Valet mode I'm working on.. Adding a  geofence..
And also allowing it to be turned on in vehicle.cpp without explicit
hardware support (I'm happy to simply
allow the metric to be set in ioniq 5 code).  This gives geofence plus the
existing boot and bonnet detection.
