[Ovmsdev] Vehicle support for VW MEB platform

welcome :-)
AFAIK the MEB platform has no common ground with the e-Up. The e-Up code
has also become fairly complex.
My recommendation is basing your MEB vehicle on the Hyundai Ioniq vFL
module. That's simple yet nearly full featured in terms of OBD polling &
BMS API.
