[Ovmsdev] Vehicle support for VW MEB platform

I took a look at the MEB platform about a year ago. I found an overview
of the networking of the ID.4 in VW's "Self Study Program 891213".

That was intimidating compaired to the e-UP. It is far more complex and
very different.
