[Ovmsdev] New vehicle: Hyundai Ioniq vFL

welcome :-)

Henri was mostly interested in the SOC, which works for him. The other 
metrics and the state management could use some more testing.

To help with the speed decoding:

If you later want to explore and add more PIDs, I can show you how do 
reverse engineering and PID monitoring, and how to integrate more PIDs 
into the code.
