[Ovmsdev] New vehicle: Hyundai Ioniq vFL

This is great news! I am happy to contribute.

I am a newbie in OVMS with Huyndai Ioniq 28 kWh (2017). I haven't yet
received the hardware, but I have bluetooth OBD-II dongle an EVNotify
installed in my s artphone.

What exactly should I do to help?
