Chris,
You can arrange this directly with me (mark at openvehicles.com). Best to login to www.openvehicles.com and raise a support ticket there to arrange the return. Procedure is to return the module to Hong Kong and we will arrange repair/replacement from here.
There is only one voltage regulator that handles both 12V and 5V. But there is a fuse, capacitor, and inductor on the 12V input (just near the DB9) that may be causing the problem. Worth checking the solder joints there as I have seen one other module with solder issue around the inductor.
