[Ovmsdev] Prolonging traction battery life feature

I think overall, it should be a goal of the scripting system to be able to cope with scenarios/requirements like this.

This was my concern. I used to use ACC to maintain my battery, but it seemed to go out of balance when stopping charge below 100% (standard mode).
