[Ovmsdev] Over-enthusiastic IP reporting.

Hi folks, Our OVMS module is a little eager at its reporting sometimes, especially with push notification. In our Volt, we quite often get multiple notifications that the car isn't charging, or when it's started, that it has. Mark, is there any thing I can do to reduce push notifications without switching it off completely? Nikki.
