Yes, that's the intended main purpose. The wifi auto start mode is configurable, you can choose AP mode or client mode and which SSID to use (or no SSID for scanning client mode). I'll use AP mode in my car, let my phone connect to it automatically and start the web UI to have it work as a dashboard and console.
