[Ovmsdev] 3.2.018 release

From the logs, it seems the GSM link is established, but PPP could not be connected.

Could this be a merging coverage area (although the CSQ of 13 seems fine), or some other problem with data connection?

The error messages 'NO CARRIER’ and '+PPPD: DISCONNECTED’ are from the modem itself.
