see changes.txt:

- Wifi client: support static IP configuration, manually set or
automatically applied by SSID
  New commands:
    wifi ip static [<ip> <subnet> <gateway>]
    wifi ip dhcp
  New configs:
    wifi.ssid "<ssid>.ovms.staticip" "<ip>,<subnet>,<gateway>"
