[Ovmsdev] WiFi client not switching to better AP

Michael,

The reconnect based on config network wifi.bad.reconnect worked
correctly for me.  I observed that in one instance where the
association was dropped before the bad signal level was detected the
reconnect code was not invoked but a scan and selection of the better
AP is done anyway.
