[Ovmsdev] Quick start info translation help needed

I'm assuming that part of the motivation for the multilingual quick
start is to facilitate uptake more broadly.  So Spanish might also be
appropriate.

While Roadsters in China may be unlikely, there is also the Model S
application (though OVMS is not so essential there).  Do EVs
manufactured in China for the China market have something like the
OBD-II connector that would be an entry point?  And CAN busses?
