[Ovmsdev] JTAG debugging

I think you can refer to the WROVER development kit for information on this. The module we use supports it, but I think the dual-use GPIO may cause problems. We are very short of GPIO and gave up JTAG quite early on in the design, as the GPIO seemed more useful.
