[Ovmsdev] Nissan Leaf Remote Climate Control working on Gen 2

This can be a standardised command. There is room after #25 (cooldown), so #26, #27, #28, and #29 are available.

See OVMS_Protocol in docs for details.

I’m happy to make the change in the iOS App, if we can agree on the command numbers and parameters.
