[Ovmsdev] Kia Soul Pull request

I tried to pull this in, but it seems several system makefiles have been changed and that is conflicting for me.
I’ll try to pull in the {*.h,*.c} changes and include Kia Soul in the Experimental configuration (as there is room there).
