[Ovmsdev] Cheap worldwide data SIM

Tom,
For these sorts of SIMs, I reckon we can auto-provision them based on the SIM ID. That would avoid the need for a SMS during initialisation. I did some work on this back with GeoSIM, so the framework is there, but the pricing for GeoSIM still seems too high.
