[Ovmsdev] Open Charge Map

It is on my plate.

The problem I am having is the vehicle firmware. I am trying to build a very lightweight event framework for picking up and reporting charge start and complete events (as well as drive start and complete events), but the problem is that we are very tight on space now. We have this in the logging framework, but that is too big to fit in some of the builds, so I'm trying to take it out of logging and make a smaller common framework which logging can use - but do that with little ram/flash impact. Once the events are coming out, we can then report them back to the server. I'd also like to use the same framework to improve notifications (for example, some people want notifications whenever a charge is finished while others want them only when a charge is interrupted) - I'm trying to save ram/flash by moving notifications to this new system, that I can then use for the new system to end up memory-neutral.

The privacy issues were documented in a framework eMail a while ago (copy attached). There were some comments that followed, which will be incorporated. We too would only like to focus on public charge stations.
