[Ovmsdev] Can't set OVMS time zone

My iPhone is on 8.1.1 and updating to the latest OpenVehicles app (1.6.5)
solved the problem. I should have checked for that first.

I see the messages in the server log now look like this:

2014-11-26 18:36:59 C 4 23 -08:00
2014-11-26 18:37:03 c 4 0
