[Ovmsdev] Twizy : Symptomes of a failing charger

Hi Michael,

Didn't have time to get the Garage on the line, so I don't know what 
thay're gonna tell me. That said, I'm not against a few minutes if it 
avoids stressing the charger too much.

Can't wait to update the OVMS :)
