[Ovmsdev] Twizy45 testing needed

SEVCON configuration support for the Twizy 45 is basically complete, but 
untested.

Unfortunately, the Twizy45 owner who provided the data readout is 
currently unable to do the test.

So, if there are T45 drivers here willing to test, please use the 
attached firmware build.

FYI:
- max speed configurable is 78 kph
- max torque is 36 Nm (default 32,5)
- power levels of 130% should be possible, but watch temperatures

The ZIP contains a script of test commands with expected results to 
check the basic operation before test driving.
