Thanks for all your comments. :-)

It is clear that regardless of where in the world this is implemented it
makes sense to have an ID rather than use the licence plate. As Mark and
others have said, it is the driver we want to identify, not the car.

I have asked Casey Halverson if I could use the code for ChargeSticker
under a CC-SA licence for the UK. In that way we can ensure that the
codebase is the same and that will make interfacing with other systems
easier and consistent.
