I have successfully installed the Ovms 3.1 module in my renault twizy, but I
still do not know how to modify parameters. For example with the App, if I
want to modify the speed limitation, it tells me the following error message:
Can bus not in active mode
I guess that writing or reading by can not be active, because I can not see
the fault logs etc ...
Could you help me with this?

In order to send commands to the Twizy, you need to enable CAN write access.
You can do so either by using the web UI or by setting feature 15 to 1 or by issuing "config set xrt canwrite yes".
