Greg,
the blue LED is not controllable, it's acting as a Zener diode in the voltage regulation, i.e. it flashes when draining a too high voltage.
So, as a workaround you could replace it by a standard Zener diode, just needs to have the same breakdown voltage.
But I don't think the black case lets through much light -- Mark?
