server side addition for this: I've observed a stuck apns channel on
my server as soon as it tries to send a notification to an invalid
iOS13 registration.<br>

I think the pushkeyvalue of "{length=32" confuses the Apple service.
I've added a filter for these, it now reliably gets to "apns is
drained and done".<br>
