[Ovmsdev] e: OVMS Poller module/singleton

Sorry, I just realize I messed up terminology: when writing 
"transceiver" I meant "controller". The transceiver only translates 
electrically between the bus and the controller logic levels, the 
controller implements the actual CAN logic.
