[Ovmsdev] Scan and discover process for 29bits PID

Didier,
support for CAN extended frame mode hasn't yet been implemented on the
RE scanner or the OBD poller.
As I wrote before, that's totally rare in vehicles, there wasn't any
need to support this up to now.
If you need it, you're welcome to implement it. But I doubt you need it.
You can possibly check by sending some strategic CAN extended frames
manually, see command "can can1 tx extended".
