[Ovmsdev] v.e.drivetime and v.e.parktime candidates for persistence

I'm ahead of you ;-)

Major metrics rework is in progress for the changes I proposed. I've 
managed to raise the number of persistent slots substantially.

I need to run some final tests before pushing.
