[Ovmsdev] CAN drivers: fix & harmonize frame transmission failure handling

Hi Derek-

Thanks, I do already do that.

I have a the following states:

0 - car asleep
1 - car awake, but not charging or ready-to-drive / driving
2 - car ready to drive or driving
3 - car charging.

I change the poll frequencies in the different modes as seemed appropriate.
