[Ovmsdev] Would like to update Dev-Docs

Hey guys,

I was able to get everything working and compiling as "portable" 
installation of ESP-IDF, Visual Studio Code, Git, etc. on Windows.

I would like to share it so the next guy doesn't have to go through all 
the hassle :)

I think the best place would be updating
