[Ovmsdev] Battery cell monitor on Android

Sorry, my configuration is more than 4 years old :-)
I set up the environment in a virtual Debian under Proxmox. I remember
it was quite a hassle. It took me half a day to get it running ...
Since then it runs under the rule "never touch a running system".
