[Ovmsdev] Android APK release archive

To better support people not using the Google Play Store or wanting to downgrade to some previous release, I've added a release archive to the repository:

https://github.com/openvehicles/Open-Vehicle-Android/tree/master/release

This directory will/shall contain the signed APKs as uploaded to Google Play.
