[Ovmsdev] Metrics & Notifications: thread safety

I had a quick look over it, and didn’t see anything obviously wrong. I’ve never used those atomic types before though, so far from an expert on that.

For the metrics side of things, it should be quite easy to see if it works. Modify a metric with an app connected and it should be sent to the server.

I do miss the good old days when k++ was atomic…
