[Ovmsdev] Attention: esp-idf upgrade still breaks configuration

Wifi AP mode is broken. A fix should be available in some days:
https://github.com/espressif/esp-idf/issues/2915#issuecomment-452606571

I haven't been able to test the modem yet. It seems to work but my test SIM ran out of balance, so I need to wait for the payment process to finish.

Apart from that it works pretty well so far.
