[Ovmsdev] OTA download incremental progress no longer happens

Oops, sorry. This is via the flash tab on the firmware webpage. I guess 
this only happens with firefox or chrome on Windows 10. The first screen 
shot is when I start the flash and the second is what I see when it's 
done. But the downloading progress isn't output as it happens.
