[Ovmsdev] Roaming

We support roaming. For example, the hologram sims most use are roaming everywhere.

The modem has two ‘network connected’ status - one for home network and one for roaming. We support both.

The message ‘denied registration’ means that the cellular provider denied the SIM card from connecting. This happens before APN (which is later at GPRS stage). Most likely cause is the sim is not activated in that network, or roaming is not enabled on the sim account.
