[Ovmsdev] Size limit on scp

Mark,
Yes, that limit can definitely be made larger. It is just part of the
code validating the command received from the scp client. I modeled
that validation code after the scp code in openssh where the size
validation was checking for the value to fit in off_t, but my mindset
at the time was that only small files like scripts and configs would
be transferred. I wasn't sure about an appropriate off_t definition
in esp-idf.
What size limit do you think would be appropriate?
