Mark,
I think the buck converters tend to be 80-90% efficient, so I don't
think efficiency of my proposal would be a problem. I don't know
whether noise is a problem or whether it could be filtered. Since you
plan to use some configuration of switching power supplies in any case
there will be some noise.
Another possibility would be something like the Renesas RAA230232GSB
dual converter that takes 4.5 to 16V in and has two outputs, 5V and
3.3V. I found this one poking around at DigiKey. Only problem was
that the item listing was for a 2500-part tape.
