Tom,

historical records can be downloaded via perl as well, and the android
App contains some statistics on the Twizy records. My web frontend
(dexters-web.de) also offers the data in CSV format and can send a daily
report on them by mail.

You don't need to be compatible with the Twizy format, the "RT-" prefix
denominates a car specific record type. Define "NL-..." records as
appropriate. If you think we can generalize some record type, propose a
"*-" record type.
