[Ovmsdev] Kia Soul EV version 0.2 problems

Thanks for this, Tom!

I'll get this Perl script running shortly.  First I have to figure out 
if the OVMS module is being interpreted as "bad" to the Soul EV.  Had 
some strange things happen with it just now...
