[Ovmsdev] Android update 3.7.1

Version 3.6.3:

     - Added common progress overlay in BaseFragment class
     - Using progress overlay for cellular stats, features & parameters
     - Fixed features & parameters rotation reload race condition
     - MMI/USSD response displayed as dialog and added to notifications

     - Using ProgressOverlay for Twizy charge alerts dialog

     - Fixed clearing system notification on page sweep
     - Limited notification storage to 200 messages

     - Fixed duplicate error dialog on lost connection


Version 3.7.1:

     - Twizy: user interface for SEVCON diagnostic logs
     - ProgressLayer extended by cancel option
     - Minor code cleanups
