[Ovmsdev] Android App release

I haven't got any bug reports from users regarding my V3.11 beta releases.

I've only had some occasional minor icon layout issues with my five year
old Android 2.3 device, but no problems with my newer devices.

So I think we can release the current version to the play store.

Mark, do you need some more info for this? A summary of changes since
the last public release?
