[Ovmsdev] Building with free C18 compiler

This does bring up a good point for OVMS development moving forward - the
ability (requirement) to build using free/open source tools. The less
inhibitors there are to engaging in the project the better. Easy for
general purpose linux, less easy for these microcontrollers....?
