[Ovmsdev] Open Vehicle 1.3.0 (20120919)

This seems to be intermittently working. My best guess is still the weather API we use is experiencing sunspots.

I've just released 1.3.1 containing this sunspot fix, to TestFlightApp. It would be helpful if the testers on that system could deploy this to see if it resolves your problems.
