[Ovmsdev] Module stops working after couple of days

I reviewed the code, and can't really see how the multi-line SMS change could have changed this. But, there is one possible loop-hole in that if the simcom modem tells us "here is 100 bytes of SMS/IP data", then never sends us the 100 bytes, we could wait forever. This is the same for both SMS and IP data.

I added a 60second timeout for the SMS and IPD net_buf_mode statuses, to cope with this occurrence. 60 seconds is crazily long, and should never happen, but the code is there if it ever does. The timeout will go back to AT+COPS modem reset.

I also changed the SMS notifications to only show charging status if the charge port door is open, as previously discussed.

I cut this as v1.2.0, and committed to github. I'm running it in my car and will do final tests tomorrow to make sure everything still works as expected.

Feedback appreciated (especially for this strange non-response problem).
